From the 2017/18 academic year, the Government provides a non-means-tested annual subsidy for eligible students pursuing full-time locally accredited local and non-local self-financing undergraduate (including top-up degree) programmes in Hong Kong (save for those enrolling in places already supported under the Study Subsidy Scheme for Designated Professions/Sectors (“SSSDP”)) offered by eligible institutions. The Non-means-tested Subsidy Scheme for Self-financing Undergraduate Studies in Hong Kong ("NMTSS") was one of the priority measures announced by the Chief Executive on 5 July 2017 to support quality education.
As announced in the 2022 Policy Address, from the 2023/24 academic year onwards, the eligibility criteria of the NMTSS have been rationalised to benefit students from different backgrounds, including those with vocational and professional education and training (“VPET”) qualifications.
Under the NMTSS, a non-means-tested annual subsidy (up to $34,390 in the 2024/25 academic year) will be provided to eligible students who are enrolled in eligible self-financing first-year-first-degree programmes or top-up degree programmes. Note
Both new and continuing students meeting the criteria are eligible for the subsidy, which is tenable for the normal duration of the programmes concerned and will be disbursed to the participating institutions based on the actual enrolment of eligible students. Eligible students enrolling in the relevant programmes will pay a tuition fee after subsidy. Students in need may still apply for student financial assistance in respect of the actual amount of tuition fees payable.
Note : Non-local students / students already attained any Bachelor’s degree or above qualifications / students enrolling in any subsidised undergraduate or sub-degree programmes (such as
University Grants Committee-funded programmes, subvented programmes of the Hong Kong Academy for Performing Arts, and subsidised places of the designated programmes under SSSDP)
are NOT eligible for the subsidy.
