Government launches support measures for self-financing post-secondary education sector

The Education Bureau (EDB) announced today (December 30) the launch of a series of support measures for the self-financing post-secondary education sector, including a new round of the Land Grant Scheme, the Start-up Loan Scheme and the Enhancement and Start-up Grant Scheme for Self-financing Post-secondary Education, to support the sustainable development of the self-financing sector and provide quality articulation opportunities for students.

Land Grant Scheme (LGS) and Start-up Loan Scheme (SLS)

A new round of the LGS and SLS is open for applications from today to March 31, 2025. A land site located in Man Lai Road, Tai Wai, is available for applications under the LGS for operating locally-accredited self-financing post-secondary programmes at sub-degree level or above by non-profit-making post-secondary institutions.

Enhancement and Start-up Grant Scheme for Self-financing Post-secondary Education (ESGS)

A new round of the ESGS is open for applications from today to April 23, 2025.  In the 2023/24 round of applications of the ESGS, three out of 11 applications were approved with a total grant of about $92 million. They cover the allied health, engineering and forensic psychology sectors.

New Round of Applications under Land Grant Scheme and Start-up Loan Scheme opens

The Education Bureau is now inviting application for a new round of the Land Grant Scheme (LGS) for operation of self-financing locally-accredited post-secondary education programmes at sub-degree and/or degree levels.  Non-profit-making education institutions are invited to apply for the site for developing and improving campuses in support of more teaching activities.  We are also inviting applications under the Start-up Loan Scheme (SLS) from institutions to support the campus development at the site under LGS or the construction / renovation of other premises for operation of full-time programmes.  The deadline for application is 31 March 2025.

Subsidy amount for Non-means-tested Subsidy Scheme for Self-financing Undergraduate Studies in Hong Kong in 2025/26 academic year announced

The Education Bureau today (December, 20) announced that, in the 2025/26 academic year, the annual subsidy amount of the Non-means-tested Subsidy Scheme for Self-financing Undergraduate Studies in Hong Kong (NMTSS) will be adjusted upwards from $34,390 in the current academic year to $35,120 in accordance with the movement of the Composite Consumer Price Index.

EDB to launch new round of E-APP applications tomorrow

The Education Bureau (EDB) will launch a new round of applications under the Electronic Advance Application System for Post-secondary Programmes (E-APP) (www.eapp.gov.hk) tomorrow (December 5) to enable current Hong Kong Diploma of Secondary Education (HKDSE) Examination candidates to make advance applications for full-time locally accredited sub-degree and undergraduate programmes that are not covered under the Joint University Programmes Admissions System (JUPAS) for the 2025/26 academic year (including sub-degree programmes under the Study Subsidy Scheme for Designated Professions/Sectors and most of the eligible programmes under the Non-means-tested Subsidy Scheme for Self-financing Undergraduate Studies in Hong Kong). Around 30 post-secondary institutions and their subsidiaries will take part in the new round of the E-APP.

The main round of E-APP applications will run from tomorrow until May 20, 2025, and the second round of applications will last from May 23 to July 7, 2025. In general, institutions will first process applications received in the main round.

EDB announces Study Subsidy Scheme for Designated Professions/Sectors for 2025/26 cohort - Sub-degree Programmes

The Education Bureau announced today that the Study Subsidy Scheme for Designated Professions/Sectors (SSSDP) will subsidise a total of 2 276 places in 32 sub-degree programmes of seven post-secondary institutions for the cohort to be admitted in the 2025/26 academic year. Details of the participating institutions, the sub-degree programmes and the number of subsidised places under each programme have been uploaded to the webpage of the SSSDP.

In the 2025/26 academic year, the annual subsidy amount for laboratory-based programmes and non-laboratory-based programmes will be $40,730 and $23,390 respectively according to the movement of the Composite Consumer Price Index.

New Round of Applications under Quality Enhancement Support Scheme opens

The 2024/25 round of applications under the Quality Enhancement Support Scheme (QESS) of the Self-financing Post-secondary Education Fund (SPEF) commenced today (28 October 2024). The deadline for application is 28 February 2025. The QESS is a major support measure to promote the healthy and sustainable development of the self-financing post-secondary education sector. Launched in November 2012, the QESS aims to enhance the quality of teaching and learning in the sector. It accepts applications under three project categories, namely theme-based projects, open-ended projects, and industrial attachment (IA) projects. Theme-based projects should be conducted in a collaborative manner, i.e. planned and undertaken by more than one eligible institution, to foster closer collaboration and synergy among institutions and benefit the sector as widely as possible. EDB announces Study Subsidy Scheme for Designated Professions/Sectors for 2025/26 cohort - Undergraduate Programmes

The Education Bureau announced today that the Study Subsidy Scheme for Designated Professions/Sectors (SSSDP) will subsidise a total of 4 916 places in 55 undergraduate programmes, including 3 365 places in 55 first-year-first-degree (FYFD) programmes and 1 551 places in 44 top-up degree (TUD) programmes of eight post-secondary institutions for the cohort to be admitted in the 2025/26 academic year. The programmes include the eight applied degrees introduced under the Pilot Project on the Development of Applied Degree Programmes, which will receive additional subsidies. Details of the participating institutions, the designated FYFD and TUD programmes, and the numbers of subsidised places under each programme have been uploaded to the webpage of the SSSDP.

In the 2025/26 academic year, the annual subsidy amount for laboratory-based programmes and non-laboratory-based programmes will be increased to $81,450 and $46,780 respectively in accordance with the movement of the Composite Consumer Price Index. For applied degree programmes, with the additional annual subsidies, the total annual subsidy amounts will be adjusted upward to $89,620 for laboratory-based applied degree programmes and $51,880 for non-laboratory-based applied degree programmes.

As for the designated sub-degree programmes, the relevant details for the 2025/26 cohort, including the participating institutions, the sub-degree programmes, the numbers of subsidised places and the subsidy amounts, will be announced in due course.

Information Expo on Multiple Pathways 2024 opens today

Organised by the Education Bureau (EDB), the Information Expo on Multiple Pathways 2024 (Info Expo) opens today (May 10) at Rotunda 2 of the Kowloonbay International Trade & Exhibition Centre. With the participation of around 30 institutions and organisations, latest information on multiple pathways will be provided for senior secondary school students, parents and teachers with a view to better preparing students for further studies and career paths.

A spokesperson for the EDB said that with the parallel development of the self-financing and publicly-funded post-secondary education sectors, the Government has all along been committed to providing quality, flexible and diversified study pathways with multiple entry and exit points for secondary school graduates.

The Info Expo provides information on locally-accredited post-secondary programmes (including programmes eligible for government subsidy schemes, vocational and professional education and training programmes and applied degree programmes), DAE programmes, as well as relevant online platforms such as the Information Portal for Accredited Post-secondary Programmes, the Electronic Advance Application System for Post-secondary Programmes, the Concourse for Self-financing Post-secondary Education, and the Qualifications Framework.  There are also more than ten thematic talks on various programmes, preparation and strategies for articulation to post-secondary education, and experience sharing by post-secondary students.

Application for Student Assistance and / or Loan

Eligible students engaged in a full-time locally-accredited self-financing post-secondary education programme at sub-degree (i.e. associate degree or higher diploma) or bachelor’s degree level may apply for financial assistance under the Financial Assistance Scheme for Post-secondary Students (FASP) and / or the Non-means-tested Loan Scheme for Post-secondary Students (NLSPS) through the “SFO E-link – My Applications” online platform of the Student Finance Office (SFO) under the Working Family and Student Financial Assistance Agency (WFSFAA). For details of the two schemes, please refer to FASP and NLSPS.

 

Applicants should be registered as full-time students of programmes covered by FASP and NLSPS in the 2024/25 academic year before submitting their applications. Students pursuing newly-accredited programmes are required to submit the application within one calendar month from the date of programme accreditation. The recommended application submission schedule of respective institutions for new students will be promulgated on the WFSFAA’s website.

Education Bureau to hold Information Expo on Multiple Pathways 2024

The Information Expo on Multiple Pathways 2024 (Info Expo), organised by the Education Bureau (EDB), will be held from 10am to 6pm on May 10 and 11 (Friday and Saturday) at Rotunda 2 of the Kowloonbay International Trade & Exhibition Centre. 

Admission is free and prior registration is not required. There are new interactive games at the EDB booth this year. Participants who complete designated tasks will receive a gift while stocks last.

Subsidy amount for Non-means-tested Subsidy Scheme for Self-financing Undergraduate Studies in Hong Kong in 2024/25 academic year announced

The Education Bureau today (December 29) announced that, in the 2024/25 academic year, the annual subsidy amount of the Non-means-tested Subsidy Scheme for Self-financing Undergraduate Studies in Hong Kong (NMTSS) will be adjusted upwards from $33,740 in the current academic year to $34,390 in accordance with the movement of the Composite Consumer Price Index.

The Government today (December 27) announced the appointment of Dr Alex Chan Siu-kun as the Chairman of the Committee on Self-financing Post-secondary Education (CSPE), the appointment of 10 new members including two new members recruited under the Member Self-recommendation Scheme for Youth (MSSY), and the reappointment of five incumbent members. The appointments are for a term until October 31, 2025.

The Secretary for Education, Dr Choi Yuk-lin, said, "Dr Chan previously served as the Chairman of the Hong Kong Council for Accreditation of Academic and Vocational Qualifications. He has a deep understanding of the self-financing post-secondary education sector. I believe that, under his capable leadership and with the participation of local and non-local members from the post-secondary education and other professional sectors, the CSPE will continue to discharge its functions to the fullest and proactively support the parallel development of the self-financing and publicly-funded post-secondary education sectors."

Dr Choi also expressed her heartfelt gratitude to the outgoing Chairman, Professor Anthony Cheung Bing-leung. She said, "Professor Cheung had served as the Chairman of the CSPE since 2017, and concurrently chaired the Task Force on Review of Self-financing Post-secondary Education till 2018. Under his exemplary leadership, the CSPE tendered invaluable advice to the Education Bureau on the quality enhancement, strategic co-ordination and targeted support of the self-financing post-secondary education sector, making significant contributions to facilitating the self-financing sector in addressing the manpower needs of different sectors."

Dr Choi also thanked the outgoing members, Professor Chetwyn Chan Che-hin, Mr Francis Cheng Cho-ying, Professor Adrian Dixon, Professor Mark Kamlet, Mr Andrew Lam Siu-lo, Professor William Lee Keng-mun, Mrs Ruth Lee Shek Yuk-yu, Professor Isabella Poon Wai-yin, Mr Wilfred Wong Kam-pui and Ms Winnie Yeung Cheung-wah, for their valuable contributions during their tenure.

The CSPE was established in April 2012 to provide strategic and policy advice to the Government on measures to promote, facilitate and co-ordinate the development of the self-financing post-secondary education sector in terms of scope of operation, quality and governance.

Furthermore, the Government provides more opportunities for young people to participate in policy discussion through the MSSY. The newly appointed members recruited under the MSSY are Ms Lorraine Lo Chun-yu and Ms Bubble Lui Hiu-lam.

The Education Bureau (EDB) today (December 14) announced that the 2023/24 round of applications under the Enhancement and Start-up Grant Scheme for Self-financing Post-secondary Education opens for applications from today to April 16, 2024. 

The Scheme aims to provide financial support for eligible self-financing post-secondary education institutions to develop and enhance programmes that meet market needs but require high start-up costs, and help alleviate the institutions’ need to fully recover the set-up costs from tuition fees, thus relieving the financial burden on students. It also supports institutions to better develop their own strengths and niche areas, strengthening strategic co-ordination between institutions. 

 

Eligible institutions are as follows:

     (a)   Hong Kong Metropolitan University;

     (b)   approved post-secondary colleges under the Post Secondary Colleges Ordinance (Cap. 320); and

     (c)   post-secondary institutions registered under the Education Ordinance (Cap. 279).

 

The Scheme subsidises full-time locally-accredited local self-financing sub-degree and undergraduate (including top-up degree) programmes, covering both the development of new programmes and the enhancement of existing ones. With a view to enhancing the teaching and learning in designated academic areas, it supports projects of the following nature:

     (a)   significant development/enhancement of programme curriculum and pedagogies;

     (b)   recruitment/professional development of faculty members and teaching staff;

     (c)   procurement/upgrade of market-standard equipment/facilities to meet academic and professional requirements;

     (d)   provision of new/improvement to existing discipline-specific campus facilities/infrastructure; and

     (e)   other relevant discipline-specific expenditure areas that are in alignment with the objective of the scheme.

 

Funding for each proposal will generally be subject to a cap of $42 million. The Committee on Self-financing Post-secondary Education will give advice to the Secretary for Education regarding the comparative merits of the proposals.

In the 2022/23 round of applications, two out of eight applications were approved with a total grant of about $57 million. They covered the game design and engineering sectors, which are conducive to catering for the keen manpower demands of the relevant industries. Details of the projects are as follows:

EDB announces Study Subsidy Scheme for Designated Professions/Sectors for 2024/25 cohort - Undergraduate Programmes

The Education Bureau announced today that the Study Subsidy Scheme for Designated Professions/Sectors (SSSDP) will subsidise a total of 4 825 places in 52 undergraduate programmes, including 3 305 places in 52 first-year-first-degree (FYFD) programmes and 1 520 places in 41 top-up degree (TUD) programmes of eight post-secondary institutions for the cohort to be admitted in the 2024/25 academic year. Details of the participating institutions, the designated FYFD and TUD programmes and the number of subsidised places under each programme have been uploaded to the webpage of the SSSDP.

In the 2024/25 academic year, the annual subsidy amount for laboratory-based programmes and non-laboratory-based programmes will be $79,770 and $45,810 respectively according to the movement of the Composite Consumer Price Index.

The SSSDP is expanded to include TUD programmes with effect from the 2023/24 academic year. As for the designated sub-degree programmes, the relevant details for the 2024/25 cohort, including the participating institutions, the sub-degree programmes, the number of subsidised places and the subsidy amounts, will be announced in due course.

Understanding multiple pathways at a glance

Organised by the Education Bureau (EDB), the Information Expo on Multiple Pathways 2023 (Info Expo) is being held from 10am to 6pm today and tomorrow (May 19 and 20) at Rotunda 2 of the Kowloonbay International Trade & Exhibition Centre. Latest information on multiple pathways will be provided for senior secondary school students, parents and teachers with a view to better preparing students to plan for further studies and career paths. 

With the parallel development of the self-financing and publicly-funded post-secondary education sectors, the Government has all along been committed to providing quality, flexible and diversified study pathways with multiple entry and exit points for secondary school graduates. Apart from undergraduate programmes, there is a wide range of articulation opportunities available, such as sub-degree (including Higher Diploma and Associate Degree) programmes and DAE programmes, to cater for students with different interests and abilities. Through the strategy of fostering industry-institution collaboration and diversified development, the Government has also been proactively promoting vocational and professional education and training (VPET) as a pathway parallel to conventional academic education. More students are expected to benefit from relevant enhancement measures, including the expansion of the Study Subsidy Scheme for Designated Professions/Sectors and the introduction of more applied degree programmes.

Online Application for Student Assistance and / or Loan

The Education Bureau today (January 6) announced that, in the 2023/24 academic year, the subsidy amount of the Non-means-tested Subsidy Scheme for Self-financing Undergraduate Studies in Hong Kong (NMTSS) will be adjusted upwards and the eligibility criteria will be rationalised to benefit students from different backgrounds.

Study Subsidy Scheme for Designated Professions/Sectors in the 2023/24 academic year - Undergraduate Programmes (Top-up Degree)

The Education Bureau announced today that the Study Subsidy Scheme for Designated Professions/Sectors (SSSDP) will be expanded to subsidise a total of 1 310 places of 37 top-up degree (TUD) programmes of eight post-secondary institutions for the cohort to be admitted in the 2023/24 academic year. Details of the participating institutions, the designated TUD programmes and the number of subsidised places under each programme have been uploaded to the webpage of the SSSDP. 

In the 2023/24 academic year, the annual subsidy amount for laboratory-based programmes and non-laboratory-based programmes will be $78,280 and $44,950 respectively according to the movement of the Composite Consumer Price Index.

The Education Bureau (EDB) today (December 21) announced that the 2022/23 round of applications under the Enhancement and Start-up Grant Scheme for Self-financing Post-secondary Education is open for application from today to April 13, 2023. 

The Scheme aims to provide financial support for eligible self-financing post-secondary education institutions to develop and enhance programmes that meet market needs but require high start-up costs, and help alleviate the institutions' need to fully recover the set-up costs from tuition fees, thus relieving the financial burden on students. It also supports institutions to better develop their own strengths and niche areas, strengthening strategic co-ordination between institutions. 

In the 2021/22 round of applications, four out of 19 applications were approved with a total grant of about $117 million. They covered the allied health, art technology, construction management and supply chain management sectors, which are conducive to catering for the keen manpower demand of the relevant industries.

Study Subsidy Scheme for Designated Professions/Sectors in the 2023/24 academic year - Sub-degree Programmes

The Education Bureau announced today that the Study Subsidy Scheme for Designated Professions/Sectors (SSSDP) will subsidise a total of 2 238 places in 29 sub-degree programmes of eight post-secondary institutions for the cohort to be admitted in the 2023/24 academic year.  Details of the participating institutions, the sub-degree programmes and the number of subsidised places under each programme have been uploaded to the webpage of SSSDP. More information of the programmes under SSSDP for the 2023/24 academic year will be available via this webpage later.

The subsidy amounts of SSSDP in the 2023/24 academic year will be adjusted upward according to the movement of the Composite Consumer Price Index. The annual subsidy amounts for laboratory-based programmes and non-laboratory-based programmes will be increased to $39,140 and $22,480 respectively.

Most employers are satisfied with the work performance of local graduates, according to the findings of a survey commissioned by the Education Bureau (EDB) released today (November 28). The survey covered students who graduated from locally-accredited publicly-funded and self-financing first degree and sub-degree programmes in 2019. About 7 700 Outstanding Students Awarded Scholarships by Government

The Secretary for Education, Dr Choi Yuk-lin, congratulated the awardees of the scholarships and awards under the HKSAR Government Scholarship Fund (GSF) and the Self-financing Post-secondary Education Fund (SPEF) of the 2021/22 academic year.  The congratulatory message and the awardees’ sharing can be viewed in a short video on the website.

The total value of scholarships and awards, distributed to some 7 700 students, amounted to about $190 million.

New Round of Applications under Quality Enhancement Support Scheme opens

The 2022/23 round of applications under the Quality Enhancement Support Scheme (QESS) of the Self-financing Post-secondary Education Fund (SPEF) commenced today (27 October 2022). The deadline for application is 28 February 2023. The QESS is a major support measure to promote the healthy and sustainable development of the self-financing post-secondary education sector. Launched in November 2012, the QESS aims to enhance the quality of teaching and learning in the sector. It accepts applications under three project categories, namely theme-based projects, open-ended projects, and industrial attachment (IA) projects. Theme-based projects should be conducted in a collaborative manner, i.e. planned and undertaken by more than one eligible institution, to foster closer collaboration and synergy among institutions and benefit the sector as widely as possible. In the 2021/22 round of applications, 8 out of 31 applications were approved.  For details of the approved projects, please refer to the attachment.

The Government announced today that the Study Subsidy Scheme for Designated Professions/Sectors (SSSDP) will subsidise a total of 3 265 places in 47 undergraduate programmes of eight post-secondary institutions for the cohort to be admitted in the 2023/24 academic year.  Details of the participating institutions, the undergraduate programmes and the number of subsidised places under each programme have been uploaded to the webpage of SSSDP.  More information of the programmes under SSSDP for the 2023/24 academic year will be available via this webpage later.

The subsidy amounts of SSSDP in the 2023/24 academic year will be adjusted upward according to the movement of the Composite Consumer Price Index. The annual subsidy amounts for laboratory-based undergraduate programmes and non-laboratory based undergraduate programmes will be increased to $78,280 and $44,950 respectively.

The scope of SSSDP was expanded with effect from the 2019/20 academic year to benefit students enrolling in designated sub-degree programmes. Details of the participating institutions, the sub-degree programmes, the number of subsidised places, the subsidy amounts, etc., for the 2023/24 cohort will be announced in due course.

Education Bureau to hold Virtual Information Expo on Multiple Pathways 2022

The Virtual Information Expo on Multiple Pathways 2022, organised by the Education Bureau, will be held on 27 and 28 May (Friday and Saturday). A spokesman for the EDB said on May 23 that the round 30 institutions and organisations will display online booths at the Virtual Info Expo to provide information on locally accredited post-secondary programmes (including programmes eligible for various government subsidy schemes as well as vocational and professional education and training programmes and applied degree programmes), the Diploma Yi Jin programmes, as well as relevant online platforms such as the Information Portal for Accredited Post-secondary Programmes, the Electronic Advance Application System for Post-secondary Programmes, the Concourse for Self-financing Post-secondary Education, and the Qualifications Framework.

There will also be live talks with interactive question and answer sessions on multiple pathways, preparation and strategies for articulation to post-secondary education, and experience sharing by post-secondary students. Industry and institution representatives will also provide first-hand information about various post-secondary programmes and career development.

The Virtual Exhibition Platform will be open until August 12. Interested parties are welcome to review the exhibition and recorded talks.

New round of applications under Enhancement and Start-up Grant Scheme for Self-financing Post-secondary Education opens

The Education Bureau (EDB) announced today (December 29) that the 2021/22 round of applications under the Enhancement and Start-up Grant Scheme for Self-financing Post-secondary Education (ESGS) is open.

Launched in December 2020, the ESGS provides financial support for eligible self-financing post-secondary education institutions to develop and enhance programmes that meet market needs but require high start-up costs.  It also helps alleviate the institutions’ need to fully recover the set-up costs from tuition fees, thus relieving the financial burden on students.

In the 2020/21 round of applications, six out of 22 applications were approved with a total grant of about $137 million.

The Government announced today (December 16) that the subsidy amount of the Non-means-tested Subsidy Scheme for Self-financing Undergraduate Studies in Hong Kong (NMTSS) in the 2022/23 academic year will be adjusted upwards in accordance with the movement of the Composite Consumer Price Index. The annual subsidy amount of the NMTSS will be increased from $33,100 in the current academic year to $33,200.

EDB to launch new round of E-APP applications tomorrow

The Education Bureau (EDB) will launch a new round of applications under the Electronic Advance Application System for Post-secondary Programmes (E-APP) (www.eapp.gov.hk) tomorrow (December 9) to enable current Hong Kong Diploma of Secondary Education (HKDSE) Examination candidates to make advance applications for full-time locally accredited sub-degree and undergraduate programmes that are not covered under the Joint University Programmes Admissions System (JUPAS) for the 2022/23 academic year (including sub-degree programmes under the Study Subsidy Scheme for Designated Professions/Sectors and most of the eligible programmes under the Non-means-tested Subsidy Scheme for Self-financing Undergraduate Studies in Hong Kong). Around 30 post-secondary institutions and their subsidiaries will take part in the new round of the E-APP.

Virtual Information Expo on Multiple Pathways 2020 to go live on June 12 and 13

The Education Bureau will hold a Virtual Information Expo on Multiple Pathways 2020 (Virtual Info Expo) online on June 12 and 13 (Friday and Saturday) in light of the latest situation of the COVID-19 pandemic.

A spokesman for the EDB said today (June 8) that the Virtual Info Expo will, through a one-stop online platform, provide the latest information and studies and career guidance on various articulation opportunities for secondary school graduates to make good preparation regarding planning further studies and career paths. This is the first time the annual Expo will be delivered online, and other students, parents and teachers are welcome to join.  

The Virtual Info Expo supports a live chat function for institutions/organisations to answer enquiries directly online. There will also be live talks on multiple pathways, preparation and strategies for articulation to post-secondary education and sharing sessions by post-secondary students. Industry and institution representatives will also provide first-hand information about relevant programmes and career development in the industries concerned.

The 2019/20 round of applications under the Quality Enhancement Support Scheme (QESS) of the Self-financing Post-secondary Education Fund (SPEF) commenced today (31 October 2019).  The deadline for application is 28 February 2020 (See Note 1).  The QESS is a major support measure to promote the healthy and sustainable development of the self-financing post-secondary education sector.  Launched in November 2012, the QESS aims to enhance the quality of teaching and learning in the sector. It accepts applications under three project categories, namely theme-based projects, open-ended projects, and industrial attachment (IA) projects.  Theme-based projects should be conducted in a collaborative manner, i.e. planned and undertaken by more than one eligible institution, to foster closer collaboration and synergy among institutions and benefit the sector as widely as possible.

To encourage institutions to explore more initiatives to support students on industrial attachment, the category of IA projects is expanded on a pilot basis for 2019/20. Under the expanded category, institutions may also submit applications on IA projects to be undertaken outside Hong Kong.  For details, please refer to the press release and website.

In the 2018/19 round of application, nine out of 26 applications were approved.  The approved projects aim to improve students’ learning experience, strengthen support for students with special educational needs, enhance internship support, etc.  For details, please refer to the attachment.

Revamp of Committee on Self-financing Post-secondary Education announced

The Government today (October 22) announced the new composition and functions of the Committee on Self-financing Post-secondary Education (CSPE) with effect from November 1, 2019.

The revamp is to implement the recommendation in the review report of the Task Force on Review of Self-financing Post-secondary Education (dated December 2018) that the CSPE should provide strategic and policy advice on the development of the self-financing sector, including advice on measures to promote, facilitate and coordinate such development in terms of scope of operation, quality and governance.  After the revamp, the new members of CSPE include not only members of the local post-secondary and other sectors, but also, for the first time, two non-local experts.

Results of the Seventh Matching Grant Scheme announced

The Education Bureau announced today (September 18) the overall results of the Seventh Matching Grant Scheme. The Scheme ran for two years from August 1, 2017 to July 31, 2019. A total of 12 local self-financing degree-awarding institutions participated in the scheme and have obtained about $1 billion in private donations and around $492 million in government matching grants.

The Seventh Matching Grant Scheme was a dedicated measure targeting self-financing degree-awarding institutions.  Participating institutions included The Open University of Hong Kong, Technological and Higher Education Institute of Hong Kong under the Vocational Training Council, and 10 approved post-secondary colleges registered under the Post-Secondary Colleges Ordinance (Cap. 320), namely, Caritas Institute of Higher Education, Centennial College, Chu Hai College of Higher Education, Gratia Christian College, The Hang Seng University of Hong Kong, HKCT Institute of Higher Education, Hong Kong Shue Yan University, Hong Kong Nang Yan College of Higher Education, Tung Wah College, and Yew Chung College of Early Childhood Education.

Most employers are satisfied with the work performance of local first degree and sub-degree graduates, according to the findings of a survey conducted from the first to the fourth quarter of 2018 on students who graduated from locally-accredited first degree and sub-degree programmes in 2016. The Chairman of Committee on Self-financing Post-secondary Education, Professor Anthony Cheung Bing-leung, officiated at the opening ceremony of the Information Expo on Multiple Pathways 2019 today (May 3).  Secondary school graduates are encouraged to consider different pathways in accordance with their interests and abilities.

The Government strives to provide flexible and diversified pathways with multiple entry and exit points to secondary school graduates.  Apart from undergraduate programmes, there are other options such as sub-degree programmes (including Higher Diploma and Associate Degree programmes) and Diploma Yi Jin programmes.

Around 6 700 Outstanding Students Awarded Scholarships by Government

The Secretary for Education, Mr Kevin Yeung presented certificates to awardees under the HKSAR Government Scholarship Fund (GSF) and the Self-financing Post-secondary Education Fund (SPEF) for the 2018/19 academic year.

The total value of scholarships and awards, distributed to around 6 700 students in total, amounted to about $146 million. In addition, the GSF has reserved about $32 million for the Talent Development Scholarship and the Reaching Out Award.

Information Expo on Multiple Pathways 2019 to be held on May 3 and 4

The Education Bureau will organise the Information Expo on Multiple Pathways 2019 from 10am to 6pm on May 3 and 4 (Friday and Saturday) at Rotunda 2 of the Kowloonbay International Trade & Exhibition Centre. Information on various articulation opportunities will be provided for secondary school graduates to better prepare them to plan for further studies and career paths.

More than 30 institutions and organisations will set up exhibition booths at the Info Expo to provide information on locally-accredited post-secondary programmes (including programmes eligible for Government subsidy schemes, as well as vocational and professional education and training (VPET) programmes); the Diploma Yi Jin programme; relevant online platforms such as the Information Portal for Accredited Post-secondary Programmes (iPASS), the Electronic Advance Application System for Post-secondary Programmes (E-APP), the Concourse for Self-financing Post-secondary Education, and the Qualifications Framework.

Hok Yau Club, the Hong Kong Federation of Youth Groups and the Hong Kong Young Women's Christian Association will offer career guidance service to students. There will also be talks and student sharing sessions on multiple pathways and preparation for articulation to post-secondary education. Industry and institution representatives will provide first-hand information about relevant programmes and career in the industries concerned. Admission is free.

Study Subsidy Scheme for Designated Professions/Sectors expanded to sub-degree programmes from 2019/20 cohort

The Government announced today that the scope of the Study Subsidy Scheme for Designated Professions/Sectors (SSSDP) will be expanded to include sub-degree programmes. A total of 2 050 places in 28 sub-degree programmes in six post-secondary institutions will be subsidised for the cohort to be admitted in the 2019/20 academic year.

These 28 designated sub-degree programmes fall under six disciplines that have been identified as having keen manpower demand, namely architecture and engineering, computer science, creative industries, health care, sports and recreation, and tourism and hospitality.

Subsidy amount for Non-means-tested Subsidy Scheme for Self-financing Undergraduate Studies in Hong Kong in 2019/20 academic year announced

The Government announced today (January 11) that the subsidy amount of the Non-means-tested Subsidy Scheme for Self-financing Undergraduate Studies in Hong Kong (NMTSS) in the 2019/20 academic year will be adjusted upward according to the movement of the Composite Consumer Price Index. The annual subsidy amount of NMTSS will be increased from $30,800 in the current academic year to $31,300.

Task Force on Review of Self-financing Post-secondary Education submits Review Report to Education Bureau

The Task Force on Review of Self-financing Post-secondary Education submitted its review report to the Education Bureau today (December 27).

The Task Force has made a total of 13 recommendations in its report in areas including the need to set a clear policy on the development of self-financing post-secondary education; more sharply differentiating the positioning of the Associate Degree and Higher Diploma qualifications; strengthening the support for the self-financing post-secondary institutions and students; and forging a reformed and unified regulatory framework etc.

EDB to launch new round of E-APP applications tomorrow

The Education Bureau (EDB) will launch a new round of applications under the Electronic Advance Application System for Post-secondary Programmes (E-APP) tomorrow (December 6) to enable current Hong Kong Diploma of Secondary Education (HKDSE) Examination candidates to make advance applications for full-time locally-accredited sub-degree and undergraduate programmes that are not covered under the Joint University Programmes Admissions System (JUPAS) for the 2019/20 academic year (including most of the eligible programmes under the “Non-means-tested Subsidy Scheme for Self-financing Undergraduate Studies in Hong Kong”). More than 30 post-secondary institutions and their subsidiaries will take part in the new round of the E-APP.

The main round of E-APP applications will run from tomorrow until May 14, 2019, and the second round of applications will last from May 21 to June 30, 2019. In general, institutions will first process applications received in the main round.

New Round of Application under Quality Enhancement Support Scheme opens

The 2018/19 round of application for the Quality Enhancement Support Scheme (QESS) under the Self-financing Post-secondary Education Fund commenced today (2 November 2018).  The deadline for application is 28 February 2019.  As one of the major support measures to promote the healthy and sustainable development of the self-financing post-secondary sector, the QESS was launched in November 2012 with the aim of enhancing the quality of teaching and learning in the sector.  The Scheme supports three project categories, namely theme-based, open-ended and industrial attachment projects.  Theme-based projects should be joint initiatives developed by more than one institution that foster closer collaboration among different institutions and benefit the sector as widely as possible.  For details, please refer to the press release and website.

 

In the 2017/18 round of application, 11 out of 31 applications were approved by the independent QESS Sub-committee.  The approved projects aimed to enhance internship support, improve students’ learning experience, enhance students’ language proficiency, etc.  For details, please refer to the attachment.

Study Subsidy Scheme for Designated Professions/Sectors in the 2019/20 academic year

The Government announced today that under the Study Subsidy Scheme for Designated Professions/Sectors (SSSDP), a total of 3 236 subsidised places in 38 programmes will be provided by six post-secondary institutions for the cohort to be admitted in the 2019/20 academic year.  Details of the participating institutions, the programmes and the number of places to be subsidised under each programme have been uploaded to the webpage of SSSDP. The tuition fee and more information of the programmes to be supported under SSSDP for the 2019/20 academic year will be available via this webpage in September this year.

 

The Government also announced today that the subsidy amounts of SSSDP in the 2019/20 academic year will be adjusted upward according to the movement of the Composite Consumer Price Index. The annual subsidy amounts for laboratory-based programmes and non-laboratory-based programmes will be increased to $72,800 and $41,700 respectively.

The Task Force on Review of Self-financing Post-secondary Education released a consultation document today (June 25) to solicit views from members of the public on its preliminary recommendations.

The consultation exercise will close on August 31. The Task Force will duly consider the views received. It plans to publish its final review report and make recommendations to the Government by the end of 2018.

Subsidy Amounts for Non-means-tested Subsidy Scheme for Self-financing Undergraduate Studies in Hong Kong and Study Subsidy Scheme for Designated Professions/Sectors in the 2018/19 Academic Year Announced

The Government announced today that the subsidy amounts of the Non-means-tested Subsidy Scheme for Self-financing Undergraduate Studies in Hong Kong (NMTSS) and the Study Subsidy Scheme for Designated Professions/Sectors (SSSDP) in the 2018/19 academic year will be adjusted upward according to the movement of the Composite Consumer Price Index. Mr Yeung said the Government strives to provide flexible and diversified pathways with multiple entry and exit points to secondary school graduates. Apart from undergraduate programmes, there are other options such as sub-degree programmes (including Higher Diploma and Associate Degree programmes) which are independent and valuable qualifications for students to prepare themselves for employment in associate professionals and management positions at entry level or for articulation to top-up degree programmes. 

He also encouraged students to consider different levels of programmes under vocational and professional education and training (VPET), which are not confined to programmes of the lower levels but also cover relevant programmes up to degree level. VPET has been playing a pivotal role in broadening learning opportunities for secondary school leavers and in-service personnel as well as nurturing the requisite human capital to support Hong Kong's development.

A total of 32 post-secondary institutions/extension arms will take part in this round of the E-APP, including the newly participating Hong Kong Shue Yan University.

In order to allow time for students to apply for programmes, the E-APP's main round of applications will run from tomorrow until May 16, 2017, and the second round of applications will last from May 23 to June 30, 2017. Launch of Industrial Attachment Projects under the Quality Enhancement Support Scheme

The Education Bureau announced the launch of a new category under the Quality Enhancement Support Scheme of the Self-financing Post-secondary Education Fund for a pilot period of two years to support Industrial Attachment projects that aim to increase students’ employability by sourcing more internship opportunities for post-secondary students or enhancing relevant institutional support for students. E-APP to Launch New Round of Applications

The Education Bureau has launched a new round of applications under the Electronic Advance Application System for Post-secondary Programmes (E-APP) to assist current Hong Kong Diploma of Secondary Education Examination candidates in making advance applications for full-time locally-accredited post-secondary programmes not covered by the Joint University Programmes Admissions System (JUPAS).
In order to allow time for students to apply for programmes, E-APP's main round of applications will run from Dec 3 until May 23, 2016, while the second-round of applications will be from May 30 to June 30, 2016.

New Round of Applications Launched under the Quality Enhancement Support Scheme (QESS)

The new round of applications for the Quality Enhancement Support Scheme (QESS) under the Self-financing Post-secondary Education Fund commenced on 15 October 2015. As one of the major support measures to promote the healthy and sustainable development of the self-financing post-secondary sector, the QESS was launched in November 2012 with the aim of enhancing the quality of teaching and learning in the sector. The Scheme supports two project categories, namely theme-based and open-ended projects. Theme-based projects should normally be joint initiatives developed by multiple institutions that foster closer collaboration among different institutions and benefit the sector as widely as possible.

2014/15 round of application for the Quality Enhancement Support Scheme (QESS)

Out of the 28 applications received under the 2014/15 round of application for the QESS, 9 applications have been selected by the independent Sub-committee on QESS. Study Subsidy Scheme for Designated Professions/Sectors for 2016/17 Cohort

Flexible and Multiple Pathways Available for Secondary School Leavers

It is of paramount importance that secondary school leavers should get hold of comprehensive and up-to-date information on study pathways and programmes when planning for their future, the Under Secretary for Education, Mr Kevin Yeung, said at the opening ceremony of the Information Expo on Multiple Pathways 2015 today (May 9).

He encouraged secondary school leavers to make use of the Concourse for Self-financing Post-secondary Education (www.cspe.edu.hk) and the Information Portal for Accredited Post-secondary Programmes (iPASS) (www.ipass.gov.hk) to learn more about the self-financing post-secondary sector. Information is available on topics including institutions providing full-time locally accredited sub-degree and undergraduate courses not covered by the Joint University Programmes Admissions System (JUPAS), programme details, application arrangements, enrolment deposits and the expected number of places. Applications for non-JUPAS post-secondary programmes, he added, can be made via the Electronic Advance Application System for Post-secondary Programmes (E-APP) (www.eapp.gov.hk).

Information Expo on Multiple Pathways 2015 to be held this Weekend

The Education Bureau will hold the Information Expo on Multiple Pathways 2015 on May 9 and 10 (Saturday and Sunday) at the Kowloonbay International Trade & Exhibition Centre to provide information on further studies and career pathways to secondary school leavers. Admission is free.

More than 30 exhibition booths will provide information on locally accredited post-secondary programmes (including vocational education programmes), the Yi Jin Diploma, non-local programmes and articulation pathways outside Hong Kong. The Expo will also provide information on the Information Portal for Accredited Post-secondary Programmes (iPASS), the Electronic Advance Application System for Post-secondary Programmes (E-APP), e-Navigator, the Concourse for Self-financing Post-secondary Education and the Qualifications Framework, which are useful tools and platforms to assist students in planning their further studies.

Over 5 600 Outstanding Students Awarded Scholarships by Government

The Secretary for Education, Mr Eddie Ng Hak-kim, today presented certificates to 1 521 students who were offered scholarships and awards under the HKSAR Government Scholarship Fund and 4 139 scholarship and award recipients under the Self-financing Post-secondary Education Fun) in the 2014/15 academic year. The total value of scholarships and awards distributed to these 5 660 students amounted to about $136 million.

Consultation on Code of Good Practices on Governance and Quality Assurance

In order to further promote the enhancement of governance and quality assurance (QA) for the sector, the Committee on Self-financing Post-secondary Education (CSPE) has engaged an external consultant to conduct a Consultancy Study on “Local and International Good Practices in the Governance and Quality Assurance of the Self-financing Post-secondary Education Sector” . Based on the findings of the Report, CSPE has compiled a draft Code of Good Practices on Governance and QA for the self-financing post-secondary sector for public consultation. The consultation document can be found here.

CSPE Holds Sharing Session on Alignment of Post-Secondary Institutions and Industries and Consultancy Study on Governance and Quality Assurance

A sharing session with post-secondary institutions and other stakeholders of the self-financing post-secondary education sector organised by the Committee on Self-financing Post-secondary Education (CSPE) was held today (November 24). The Chairman of the CSPE, Mr Tim Lui, said, "Closer alignment between the self-financing post-secondary institutions and the industries as well as enhancement of governance and quality assurance of the self-financing post-secondary sector are the two priority areas of work of the Committee." The sharing session aimed to engage stakeholders in the sector in an open and constructive dialogue on the development of the above issues. Consultancy Report on Good Practices on Governance and Quality Assurance of Self-financing Post-secondary Education Sector Released

The Committee on Self-financing Post-secondary Education (CSPE) has completed a consultancy study on the topic of "Local and International Good Practices in the Governance and Quality Assurance (QA) of the Self-financing Post-secondary Education Sector" and released its report today.

The study aimed to identify major developments and models of good practices on governance and QA for the self-financing post-secondary education sector, including the possibility of developing a voluntary code of good practices, and drew on local, regional and international perspectives.

Study Subsidy Scheme for Designated Professions/Sectors Launched

The Government announced today the launch of a new subsidy scheme to subsidise up to 1 000 students per cohort starting from the 2015/16 academic year to pursue designated full-time locally-accredited self-financing undergraduate programmes in selected disciplines to nurture talents to meet Hong Kong’s social and economic needs. A dedicated webpage will also be launched.

To facilitate the access of students, parents and the public in general to the detailed information of Study Subsidy Scheme for Designated Professions/Sectors, a dedicated webpage (SSSDP) is established starting from today under the Concourse website of the Committee on Self-financing Post-secondary Education, with links to the websites of the participating institutions and Joint University Programmes Admissions System (“JUPAS”).

Multiple Pathways Available for Secondary School Leavers

Secondary school leavers can consider taking sub-degree programmes or vocational education and training courses whilst mapping out their study pathways, said the Under Secretary for Education, Mr Kevin Yeung, at the opening ceremony of the Information Expo on Multiple Pathways 2014. He also said post-secondary institutions will offer sufficient places for qualified students.

He remarked that a sub-degree is a valuable standalone qualification to help students take up junior management and assistant posts in the relevant professions. Outstanding sub-degree graduates may apply for publicly funded senior year undergraduate places or articulate to self-financing top-up degree programmes. Vocational education and training courses, he added, can provide young people with a solid foundation to join the industry sectors that best suit their interests.

Information Expo on Multiple Pathways 2014 to be held in May

The Information Expo on Multiple Pathways 2014, which showcases various pathways available to secondary school leavers, will be held from 10am to 6pm on May 17 and 18 at Rotunda 3 of the Kowloonbay International Trade & Exhibition Centre, 1 Trademart Drive. It is organised by the Education Bureau, with the Federation for Self-financing Tertiary Education, the Hong Kong Association of Careers Masters and Guidance Masters and Hong Kong Education City as supporting organisations. Admission is free.

To help candidates of the Hong Kong Diploma of Secondary Education Examination and other students better plan for their further studies and career pathways, the information expo will feature enquiry services and course information from post-secondary and vocational education institutions and guidance and advisory organisations. More than 30 exhibition booths will provide information on locally accredited post-secondary programmes, the Yi Jin Diploma programme and vocational education programmes, as well as the Qualifications Framework, the Information Portal for Accredited Post-secondary Programmes, the Concourse for Self-financing Post-secondary Education, the Electronic Advance Application System for Post-secondary Programmes and the e-Navigator. There will also be talks on multiple study pathways and career planning for secondary school leavers.

New initiatives related to self-financing post-secondary education announced in the 2014 Policy Address

The Chairman of the Committee on Self-financing Post-secondary Education (CSPE), Mr Tim Lui, welcomed the new initiatives related to the self-financing post-secondary education as announced in the 2014 Policy Address. He believed that the new initiatives demonstrate the Government's strong commitment to education and "will support the healthy and quality development of the self-financing post-secondary education sector and broaden students' opportunities in and exposure to further education and learning."

New initiatives that will benefit the self-financing post-secondary education sector include increasing subsidised undergraduate senior year intake places, providing subsidies to students in pursuing selected self-financing undergraduate programmes, subsidising students to participate in exchange programmes and establishing a $1 billion fund to support the sustainable development and implementation of the Hong Kong Qualifications Framework (QF). First round of Competitive Research Funding Schemes for the Local Self-financing Degree Sector launched

The Research Grants Council (RGC) today (December 30) announced the launch of the first round of three Competitive Research Funding Schemes for the Local Self-financing Degree Sector (SF Funding Schemes), namely the Faculty Development Scheme (FDS), the Institutional Development Scheme (IDS) and the Inter-Institutional Development Scheme (IIDS).

The RGC endorsed a two-stage approach in implementing the SF Funding Schemes to help the self-financing degree-awarding institutions to set up the infrastructure at the first stage, and to provide research support to the academics in the self-financing arms of publicly funded institutions at the second stage. In this first call for proposals, applications are invited from seven self-financing degree-awarding institutions offering local degree-level or above programmes in Hong Kong for which Phase 1 consultation was conducted, namely Caritas Institute of Higher Education, Centennial College, Chu Hai College of Higher Education, Hang Seng Management College, Hong Kong Shue Yan University, the Open University of Hong Kong and Tung Wah College.

The Committee on Self-financing Post-secondary Education (CSPE) has launched the Concourse for Self-financing Post-secondary Education. The website provides stakeholders and members of the public with comprehensive and latest information on the sector, including relevant polices, regulatory framework, support measures, quality assurance, institutional and student information. The objective is to enhance transparency and promote the healthy and sustainable development of the sector.

Update on Information Portal for Accredited Post-secondary Programmes (iPASS)

To assist students in programme selection and application, the Information Portal for Accredited Post-secondary Programmes (iPASS) is updated. The iPASS provides details of some 490 full-time locally-accredited non-JUPAS higher diploma, associate degree and undergraduate programmes for the 2014/15 academic year, including tuition fees, entry requirements, accreditation and recognition by relevant professional bodies.
