The Government attaches great importance to the development of post-secondary education in Hong Kong. We strive to provide young people with quality, diversified and flexible study pathways with multiple entry and exit points, so that they can equip and continue to upgrade themselves and contribute to society. Our policy is to support the parallel development of the publicly-funded and self-financing sectors.
To facilitate the long-term and sustainable development of the post-secondary education sector, we have launched this dedicated website since 2007 to enhance the sector's transparency and for easy access of information by members of the community. With the strong support rendered by various stakeholders, particularly in providing detailed information on relevant programmes and programme providers for inclusion in the website, iPASS serves as an important source of reference for our students, parents and other interested parties to keep abreast of the development of the sector.
To further assist students in programme selection and application, apart from locally-accredited self-financing post-secondary programmes, this website will also provide information on all locally accredited full-time higher diploma, associate degree and first degree programmes not covered by the Joint University Programmes Admissions System (JUPAS) from the 2012/13 academic year. These will include publicly-funded sub-degree programmes offered by the Vocational Training Council and publicly-funded degree programmes offered by the Hong Kong Academy for Performing Arts.
In addition, this website provides information on full-time UGC-funded degree programmes offering senior year places and locally accredited self-financing top-up degree programmes targeting sub-degree graduates.
